This is a small Swedish-style ferrocerium flint firesteel. If you've never used one of these, they're great! It's like the flint that's in a lighter, except much bigger! They are simple to use. You must have a fine tinder source such as cotton balls or dryer lint. Fluff up the tinder, then scrape the flind rod with a sharp metal edge to produce sparks. You can read a tutorial how to use a firesteel by my friend Mike here: How to Use a Firesteel. You can also find videos on YouTube to see how it's done.
Some of the strikers have paint on the edges, it won't strike that way, it has to be bare metal. You can scrape off the paint to get a clean metal edge. This flint rod will last for hundreds of fires! It will even start a fire after having been dunked in water, unlike most lighters. This is a great survival tool that everyone should have in their kits.
